Morocco has reaffirmed its commitment to digital transformation anchored in sovereignty, public sector efficiency, and international cooperation during a high-level diplomatic engagement held in Rabat.

The Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform, Amal El Fallah-Seghrouchni, delivered remarks as guest of honour at the 152nd edition of the Diplomatic Crossroads, organised by the Diplomatic Foundation in the presence of ambassadors and members of the diplomatic corps accredited to Morocco.

The forum provided a platform for discussions on ongoing digital transformation efforts and the challenges associated with international cooperation in digital governance and public administration.

In her address, the Minister emphasised that digital transformation is a key lever for strengthening sovereignty and improving public sector performance. She highlighted priorities including structured data management, secure digital infrastructure, accelerated digitisation of public services, and robust data protection frameworks aimed at delivering measurable benefits to citizens.

She noted that Morocco’s approach to digital transformation aligns with the High Instructions of His Majesty King Mohammed VI, positioning the country as a proponent of a sovereign yet open digital model. This approach is based on what she described as a “third way,” balancing technological sovereignty, context-driven modernisation, and international cooperation.

The strategy is anchored on four main pillars: operational technological sovereignty, modernisation rooted in national realities, technological balance in a fragmented global landscape, and a strategic framework for international dialogue and cooperation.

The Minister further stressed the importance of building international partnerships based on co-innovation, shared value creation, and balanced cooperation frameworks that support mutual development objectives.

The discussions underscored Morocco’s ambition to position itself as a regional leader in digital governance and public sector innovation while maintaining active engagement with global partners.
