Côte d’Ivoire’s Minister of
Digital Transition and Technological Innovation, Djibril Ouattara, has
appointed Estelle Blafond as Technical Adviser in charge of Legal Affairs,
Regulation and the Digital Economy.
Blafond joins the Ministry
as part of efforts to strengthen the team responsible for supporting Côte
d’Ivoire’s digital transformation agenda.
A lawyer by training,
Blafond brings experience in digital law, regulation and the digital economy,
having held positions at the Autorité de Régulation des Télécommunications/TIC
de Côte d’Ivoire (ARTCI) and the International Telecommunication Union (ITU).
Her professional experience
also includes contributions to digital policy and regulatory work involving the
Economic Community of West African States (ECOWAS) and the West African
Economic and Monetary Union (UEMOA).
According to Minister
Ouattara, her experience at both national and regional levels will strengthen
the Ministry’s capacity to address legal and regulatory issues arising from the
country’s digital transformation.
Her portfolio will cover
legal affairs, digital regulation and the digital economy, areas that are
increasingly important as Côte d’Ivoire expands its digital infrastructure,
services and technology ecosystem.
The appointment comes as the
government continues to develop policies and regulatory frameworks to support
digital innovation and strengthen the country’s position within the regional
digital economy.
Ouattara said Blafond’s
expertise will contribute to advancing the Ministry’s priorities and supporting
the implementation of Côte d’Ivoire’s digital transformation agenda.
