Zambia’s
Civil Aviation Authority (CAA) has strengthened international aviation
partnerships and advanced cooperation on safety and capacity development during
the ICAO Global Implementation Support Symposium (GISS) 2026.
Led
by Director General Captain Derrick Luembe, the CAA engaged with aviation
regulators and industry stakeholders from Egypt, Kuwait, Singapore, and the
United Arab Emirates on the sidelines of the symposium. The discussions focused
on enhancing regulatory cooperation, technical support, and capacity building
in line with International Civil Aviation Organization (ICAO) standards.

A
key outcome of the engagements was Zambia’s interaction with the Egyptian Civil
Aviation Authority, which showcased a portfolio of more than 400 ICAO-compliant
training programmes. These programmes cover critical areas such as air traffic
management, safety oversight, airworthiness, inspection, and certification,
supported by modern simulation-based and paperless systems.
The
meetings also explored opportunities for collaboration in procedure design,
aeronautical surveys, flight inspection, and calibration services aimed at
strengthening Zambia’s aviation safety infrastructure.
Further
engagements with stakeholders from Kuwait, Singapore, and the United Arab
Emirates highlighted the importance of knowledge exchange, operational
efficiency, and regulatory harmonisation. Technical discussions also addressed
global aviation safety oversight challenges, including compliance with
international benchmarks and managing risks associated with increased
regulatory scrutiny.

In
addition to bilateral meetings, the CAA participated in high-level sessions at
GISS 2026, including ICAO training workshops and expert panels focused on
infrastructure development, talent sustainability, and implementation support
mechanisms.
The
engagements reflect Zambia’s commitment to building a safe, resilient, and
globally integrated aviation sector through strategic partnerships, skills
development, and alignment with international best practices.
