The
Ministry of Digital Transition and Administrative Reforms has launched a
strategic digital dialogue with the European Commission aimed at deepening
cooperation in artificial intelligence, data-driven solutions, and secure
digital infrastructure.
The
initiative was led by Amal El Fallah Seghrouchni and Henna Virkkunen, and is
designed to strengthen mutual capabilities and foster collaboration between
Morocco and the European Union in key areas of digital transformation.

The
dialogue focuses on the deployment of resilient digital infrastructure, the
advancement of AI-based solutions, and support for startup ecosystems. It also
includes provisions for enhanced cooperation between research institutions,
with a particular emphasis on linking Moroccan entities to European artificial
intelligence and high-performance computing networks.
As
part of the first phase of implementation, four European supercomputing
centres—Barcelona Supercomputing Center, CINECA, GENCI, and LUMI—have signed a
letter of intent with Mohammed VI Polytechnic University.
The
university hosts one of the most powerful supercomputers on the African
continent, positioning it as a key partner in advancing high-performance
computing and AI research collaboration between Africa and Europe.

Officials
said the initiative aligns with Morocco’s “AI Made in Morocco” vision, which
seeks to develop sovereign, locally relevant digital solutions tailored to
national economic and social priorities.
The
Ministry noted that the framework is expected to accelerate the development of
concrete projects, enhance knowledge sharing, and strengthen Morocco’s role in
the global digital ecosystem.
