ANSUT unveils 2026–2030 strategic plan to drive Côte d’Ivoire’s digital transformation

The National Telecommunications Universal Service Agency (ANSUT) of Côte d’Ivoire has unveiled its 2026–2030 Strategic Plan, setting out a roadmap focused on expanding digital connectivity, strengthening inclusion and accelerating the adoption of digital services across the country.

ANSUT Director General Gilles Beugre presented the plan to employees on Tuesday, August 11, in an engagement designed to give staff an opportunity to understand the strategy and contribute to its implementation.

The session was structured around open discussions, allowing employees to raise questions and receive responses from Beugre and members of the management team.

Beugre said the strategy would only have an impact if employees understood its objectives and how their individual responsibilities contribute to achieving them.

At the centre of the plan is the principle that access to digital technology should be treated as a right rather than a privilege. ANSUT identified persistent barriers, including gaps in fibre infrastructure, the cost of digital devices and limited access to digital skills, as challenges that require sustained intervention.

The 2026–2030 roadmap is built around four strategic pillars: operational excellence; universal digital connectivity; digital services, social inclusion and entrepreneurship; and digital uses.

These priorities are supported by three broad areas of action — connecting communities, equipping people with the necessary infrastructure and devices, and building the skills required to participate in the digital economy.

Beugre stressed that the strategy is an institutional commitment rather than an individual management agenda, with its success dependent on the contribution of employees across ANSUT.

He said the agency would continue working to advance Côte d’Ivoire’s digitalisation projects and strengthen its contribution to the country’s national digital transformation agenda.
