Senegal has relaunched its
National Digital Addressing (ANN) project with the opening of a two-day
national workshop aimed at establishing a unified governance framework and
accelerating the deployment of a national digital addressing system.
The workshop, which opened
on 5 August 2026, was organised by the Ministry of Telecommunications and
Digital Affairs and brought together representatives from the Presidency of the
Republic, the Prime Minister's Office, government ministries, local authorities,
independent administrative institutions, development partners, the private
sector, academia and civil society.
The National Digital
Addressing project seeks to establish a reliable, unique, georeferenced and
shared national address database to support the delivery of digital public
services and improve administrative efficiency. Although the initiative has
made significant conceptual and technical progress in recent years, the
government said the relaunch is intended to place the project on a stronger
institutional footing with clearer governance and implementation arrangements.
The initiative forms part of
Senegal's 2050 National Transformation Agenda and the New Deal Technologique
strategy, which prioritises the development of sovereign, interoperable and
resilient digital public infrastructure.
Government officials said
the digital addressing system will play a key role in modernising public
administration while supporting e-commerce, financial inclusion, civil
security, land administration, taxation, postal services, logistics, emergency
response and territorial planning.
Participants at the workshop
are expected to agree on a governance structure, define institutional
responsibilities, establish an implementation roadmap and adopt a monitoring
and evaluation framework. The government aims to complete the project's pilot phase
within one year before gradually expanding the system nationwide.
Opening the workshop,
Secretary General of the Ministry of Telecommunications and Digital Affairs,
Serigne Ahmadou Bamba Sy, described the National Digital Addressing initiative
as a strategic state project that extends beyond a single government institution,
saying it is now a cross-cutting national programme designed to support
Senegal's long-term digital transformation agenda.
